HP Loadrunner exams are conducted at Prometric Test Centers.
You can get information about Prometric Test Centers in Mumbai area from this link

Contact no = 91-0124-451-7160

Tell them you want to take these HP Certification exam codes.
I assume you know the exam code for HP Loadrunner Certification. I guess it is HP0-M18 and HP0-M19
Check latest on HP site.

HP Learner ID would be created for you by them and you can take exam from that center.

From the Prometric center you can take a print out of your exam results. This is also a valid reference.

Refer HP Education Services Certifications program office
at below link http://h10120.www1.hp.com/certification/ExpertONE_contact.html

and ask for Certification. The Prometric center is responsible to help you get Certification from HP. So they can follow up on your behalf.

I guess now HP does not send hard copy. Only soft copy of certificate to your Registered email with them.
